摘　　要：在全国新一轮对口援疆的大环境和"一带一路"的新形势下,南疆地区高等教育的发展迎来了新的契机。认清当前南疆地区高等教育基础薄弱、学科结构不合理的现实情况,充分发挥援疆省市的智力优势,寻求适合南疆地区高等教育发展的策略,科学构建南疆地区高等教育的蓝图,打造边疆地区高等教育的高地,其战略、经济、文化和社会意义极其深远。Under the new situation of ＂One Belt and One Road＂, South Xinjiang ushers in new opportunities on higher education with the nationwide supporting to Xinjiang. In order to build itself into a high quality education platform which may be of far-reaching significance in its strategy, economy, culture and society development, South Xinjiang needs to be fully aware of the realities of its weak foundation and the unreasonable framework of subjects, make full use of the intellectual strengths of supporting provinces and cities, seek a suitable strategy and devise a scientific blueprint.
