摘 要:气象灾害频发导致的大停电事故造成了巨大经济损失和严重社会影响。文中基于IEEE标准定义的3种气象状态,提出了一种电网差异化规划方法。将线路的抗灾防护等级作为差异化决策变量,考虑可靠性约束,建立了计及气象因素的电网差异化规划模型,给出了基于蒙特卡洛仿真和改进和声搜索算法的求解方法。IEEE30节点系统算例证明了在规划过程中考虑气象灾害因素的必要性,表明所提方法能够优化每条输电线路的抗灾防护等级,并兼顾经济性与可靠性,具有较好的适用性。Blackouts caused by meteorological disasters caused huge economic losses and serious social impact. A method of grid differentiated planning was proposed based on the three types of meteorology defined by IEEE standard. The fortification standard levels of different transmission lines were regarded as the discrepant decision variables and considering the reliability constraints, a grid differentiated programming model was established taking meteorological factors into account. At the same time, a solving approach was given based on Monte Carlo simulation and improved harmony search algorithm. The necessity of considering meteorological disaster factor during power network planning was proved by IEEE30 system. It was showed that the proposed method could optimize the fortification standard levels of different transmission lines, balance the economy and reliability and have good applicability.
