摘　　要：在剖析石漠化土地防治现状和防治任务的基础上,定位石漠化综合治理二期工程为国家生态与民生工程。通过研究,提出了科学处理三大基本关系,确立了"积极治理、全面保护、综合施策、系统保障"的石漠化系统防治思路,明确了工程治理范围、对象、重点与主要建设内容,制订了科学分区、分类施策的防治战略。Based on the analysis of rocky desertification prevention and control situation and tasks,the nature of the second phase of the rocky desertification comprehensive treatment was national ecological and livelihood project; put forward the scientific treatment of the three basic relations,establish the system control idea of the rocky desertification： ＂positive governance,comprehensive protection,comprehensive measures,system security＂,make sure of the project management scope,object and the emphasis and main content of construction,and set the prevention strategies of scientific division,classification of policy implementing.
