摘 要:针对中新广州知识城20kV"花瓣"型配电网内部多电源合环运行、外部电源不满足"N-1"的问题,提出了基于配电管理系统的"花瓣"型配电网供电恢复控制策略。该供电恢复控制策略基于配电管理系统直观便捷的图形化建模工具、丰富冗余的电网运行信息以及成熟通用的状态估计算法,通过数据有效性检查、电网故障判断、供电恢复策略计算、控制策略执行,可以有效消除不良数据的影响、可靠识别故障原因、合理选择备用电源、优化切除过载负荷,实现"花瓣"型电网的供电恢复自动闭环控制。此外,还提供了相关异常处理及防误措施,以提高供电恢复控制策略工程应用的可靠性。供电恢复控制策略的功能正确性通过了实验室模拟测试验证,可靠性经过了典型自动化信息样本的分析评估。The 20 kV petal-shape distribution network in Sino-Singapore Guangzhou Knowledge City is introduced, and its characteristics that has several resources in the internal network but only one external resource in the power supply substation is analyzed. According to the requirement, a recovery control scheme for the petal-shape distribution network based on the distribution management system' graphical modeling tools, operating information and state estimate algorithm is proposed. The recovery scheme includes information validity checking, fault identification, recovery strategy calculation and execution, which can eliminate the influence of bad information, identify the fault type, choose the standby resource, cut off the over load and recovery the power supply automatically. Some necessary error prevent measures are also proposed to improve the reliability. The recovery control functions are proved by the laboratory simulation test, and its reliability is analyzed with the typical teleeontrol information.
