西部民生诉求下的区域民生科技发展对策研究——以新疆地区为例

摘　　要：新疆地区民生现状仍处于全国低位,民生问题的改善越来越离不开民生科技的有利支撑。调查发现,现阶段新疆农村、城镇居民对民生科技在使用领域、获取途径、技术种类、推广方式等方面的需求特征存在差异性。通过构建结构方程模型,分别对新疆农村、城镇居民民生科技使用行为的影响因素和路径关系进行研究,结果发现:农村居民对民生科技的使用行为主要来自民生科技供给的推动作用,而城镇居民的使用行为则主要来自民生科技需求的拉动作用;民生科技获取的渠道障碍和推广障碍显著负向影响农村居民对民生科技的使用行为,而对城镇居民则无显著影响。结论表明,新疆农村、城镇居民对民生科技的使用行为存在差异性,民生科技的发展政策应避免"一刀切"。据此,分别提出促进新疆农村、城镇地区民生科技发展的针对性策略。The level of people＇ s livelihood of Xinjiang is still lower than the national average level and the improvement of the people＇ s livelihood problem is more and more inseparable from the support of science and technology of the people＇ s livelihood. Through the survey, we find that the characteristics of demands between rural and urban residents in using the science and technology of the people＇ s livelihood have a lot of differences, especially on the aspects related to the applica- tion fields, acquiring routes, technology types and promotion ways. By building structural equation models, we separately study the rural and urban residents＇ behavior towards using the science and technology of the people＇ s livelihood. The re- sults show that rural residents＇ behavior is mainly driven by supply factors, while urban is mainly by demand factors. While the channel obstacles and promotion barriers have a significantly negative influence on rural residents＇ using behavior, they have no significant impact on urban residents. These conclusions show that the using behavior of rural and urban residents towards the science and technology of the people＇ s livelihood exists differences and the development policies should avoid ＂one size fits all＂ . On this basis, in terms of the rural areas and the urban areas of Xinjiang region, we finally separately put forward some development strategies of science and technology of the people＇ s livelihood.
