数据素养及其培养机制的构建与策略思考

摘　　要：文章阐述了数据素养的概念和内涵,并叙述了它和计量素养、统计素养以及信息素养之间的相互联系及其发展过程。从数据素养包含的5个方面的基本要素:数据态度、数据意识、数据知识、数据技能、数据伦理,对数据素养的核心内容进行了解析。针对我国数据素养教育现状,指出数据素养的培养要从国家、社会和学校3个层面上建立相应的机制,并从分学科领域、分对象、建立科学数据资源管理的"云"平台以及人才储备4个方面分析和探讨了数据素养教育的开展策略。This paper elaborates the concept and the connotation of data literacy, and introduces the development process and relationship between data literacy and quantitative literacy, statistical literacy as well as information literacy. Then, the paper dis- cusses 5 basic elements of data literacy, including data attitude, data awareness, data knowledge, data skills and data ethics, and analyzes the core content of data literacy as well. In view of the status of data literacy education in China, the paper points out that the establishment of corresponding mechanism of cultivation of data literacy should focus on 3 aspects of the state, society and school. Finally, the paper analyzes and discusses the strategy of data literacy education from 4 aspects, including disciplines, ob- jects, establishment of the ＂cloud＂ platform of data resource management and talent reserve.
