科技型中小企业人力资本投资风险评价及差异性研究——基于北京地区的调查

摘　　要：通过因子分析与层次分析法建立的科技型中小企业人力资本投资风险评价指标体系,运用模糊综合评价法,对调查的北京市96家科技型中小企业的人力资本投资风险进行评价。结果显示:北京市科技型中小企业人力资本投资风险状况不理想,总体处于"一般"及"偏差"的程度,有近一半企业存在不同程度的风险,约15%的企业处于"危险"与"极危险"区域。企业在应对技术贬值、制定培训管理制度、控制人才流失、防范员工道德风险方面的问题较为突出,是导致人力资本投资风险较高的主要原因。调查样本中,不同性质、行业、规模的北京市科技型中小企业,其人力资本投资风险状况存在一定差异,这种差异既与企业本身人力资本投资及其管理实践有关,同时还受企业的市场地位与行业环境的影响。By using fuzzy synthetic evaluation method, this paper evaluates the human capital risk level of 96 investigated Beijing technological SMEs based on the technological SMEs human capital risk evaluation index system constructed through factor analysis and analytical hierarchy process. The results show that the status of Beijing technological SMEs human capital investment is not ideal, and is in the degree of ＂ general＂ and ＂worse＂, nearly half of the investigated enterprises are at different risk levels, and about 15% of the enterprises lie in ＂dangerous＂ and ＂extremely dangerous＂ districts. The problems on dealing with technology evaluation, making rules and regulations, controlling the outflow of talent, preventing employees＇ moral risk in Beijing technological SMEs are the main reasons of high human capital investment risk. In the sample, the human capital investment status of state - owned enterprises, the enterprises in environmental protection industry, electronic and information industry, new energy industry, culture and creative industry, and small enterprises is better than that of other enterprises, which is related with the enterprises human capital investment and management practice, and influenced by market status and environment.
