摘 要:以分数主导的中小学学生综合素质评价体系,内容上缺乏针对性,操作层面以学生考试成绩和学校排名"一刀切"的评价方式,制造了更多的落后学校,拉大了城乡学校之间的差距。以教育部"中小学教育质量综合评价"要求为依据,通过采取重视农村寄宿制中小学教育质量综合评价体系顶层设计,外部保障机制和学校内部的运行机制有效结合,通过教育督导过程,挖掘典型案例,搭建交流分享平台等措施,促进农村寄宿制中小学不断提高教育质量,形成办学特色,促进素质教育有效实施。The old evaluation system, which is test-score oriented in assessing students' comprehensive qualities, has many problems in evaluating the education quality in rural boarding schools, for example, the lack of pertinence in contents, and overwhelming weight attached to students' test scores and ranks of school. The results of which are the increase of number of schools lagging behind and bigger "quality" gap between urban and rural schools. Based on the requirements of "Comprehensive Evaluation of Education Quality in Primary and Secondary Schools", the following measures should be taken to promote the education quality of primary and secondary boarding schools in rural areas; 1) strengthening the top- design of the comprehensive education quality evaluation system; 2) effective co-functioning of external guarantee mechanism and internal operation mechanism; 3) exploring exemplarycases through educational supervision and building up exchange and communication platforms.
