摘　　要：高校教代会是高校教职工行使民主管理权力的制度保障。高校二级管理改革,建立和完善二级教代会制度,对推进依法治学、依法治校具有十分重要作用。图书馆二级教代会是图书馆联系群众,实现图书馆职工民主管理和维护图书馆教职工权益的重要手段和制度保障。The UniversityTeacherCongress is the system guarantee of university start to exert their democratic management power. It is very important to reform second-level management in colleges and universities, to establish and improve the system for secondary teachers＇ congress, to promote academic law, to manage the university according to law. Library Second-level TeacherCongress is the important means and system guarantee to in one way contact with the masses of library, and in another way to realize the rights and interests for library staff democratic management and maintenance of library education.
