摘　　要：针对目前人工影响天气实施过程中人工判别存在安全隐患的问题,设计并实现了一种基于浏览器/服务器(B/S)模式的人工影响天气指挥系统。系统主要采用ArcGIS Server技术、WebGIS技术、TITAN技术和安全射界图技术,并基于Flex平台进行人工影响天气作业产品的开发。通过对TITAN风暴和安全射界图空间位置关系的判断,生成人工影响天气作业预警信息和作业建议信息,有效提高了作业的可靠性、安全性。For the security risk issues from artificial discrimination in the process of implementation of weather modification, we develop a new weather modification command system based on Browser/Server （B/S） mode. The system is developed based on Flex platform to generate weather modification products, mainly using ArcGIS Server technology, Web-GIS technology, TITAN technology and safe shooting area map technology. By judging the spatial relationships between TITAN storm and safe shooting area map, we generate warning information and job information, which effectively improves the reliability and safety of weather modification.
