贵州省茶产业提升的金融策略

摘　　要：自2007年贵州省确定大力发展茶产业以来,茶产业发展取得长足进步。2014年,为促进茶产业转型升级,贵州省政府又出台了茶产业的"提升三年行动计划"。随着计划的实施,会出现新增茶园资金投入、茶叶销售与新型经营主体融资等一些融资方面的问题。为研判、解决这些问题,从计划实施带来的影响角度进行了分析,建议贵州茶产业发展从金融角度应根据自身特点,细分茶叶信贷市场并激活农村产权、开展金融创新提供基础金融服务、并深化保险对茶产业发展的支持功能。Since the implementation of the policy aiming to vigorously develop the tea industry in Guizhou Province in 2007, great progress has been achieved in the tea industry. In order to promote the restructuring and upgrading of the tea industry, Guizhou Provincial Government introduced the ＂three-year plan＂ to improve the tea industry in 2014. With the implementation of the plan, problems about capital investment, sales and financing will appear. In order to solve those problems, this paper analyzed them from the effect brought by plan implementation and put forward relevant countermeasures and suggestions from the angle of finance. It suggested that Guizhou Province activate the rural credit market from a financial point of view, provide financial support for the development of tea industry through financial innovation and deepen supporting function of insurance according to its own characteristics.
