全科医生签约制下的“SMART服务模式”探究

摘　　要：近几年,国务院对全科医生制度有所重视,并给予一定的政策支持,基于该背景条件下,全国十几个城市就全科医生签约制启动了试点改革,并对"SMART服务模式"加强探究,从而满足人民群众基本医疗卫生服务需求。本文首先简要概述了"SMART服务模式",对试点机构现有的医疗服务管理、绩效考核、人才培训等进行探究,并提出了几点试点改革建议。In recent years,the sate council pay high attention to the general practice clinics（GPC）system and provide some policy support. Under such background,dozens cities in the country start the pilot reform based on the GPC contract system and to explore the SMART service mode, in order to satisfy people＇s basic medicine needs. The present paper firstly introduced the SMART service mode,explored the medicine service management,performance appraisal,and personnel training of the pilot reform,then give some advices.
