公安部重点实验室“2+4”深度融合发展模式探析

摘　　要：公安部重点实验室是公安科技创新体系的重要组成部分。围绕公安部重点实验室建设发展的几个关键问题,提出推动公安部重点实验室建设的"2+4"深度融合发展模式。"2"是指两个不变,即坚持重点实验室的领域特色不变和坚持服务公安业务工作的宗旨不变;"4"是指四个拓展,即科技创新向中下游、中上游拓展,团队建设向可持续性、高端引进及多元化拓展,科研平台向高精尖、标志性和协同性拓展,开放交流向深层次、实质性拓展。Ministry of Public Security Key Laboratory （MPSKL） is a major component in the public security science and technology innovation system. To promote the construction of MPSKL, the ＂2 ＋4＂ deeply integrated developing model was proposed with some key construction and development problems of MPSKL in this paper. In this model, ＂2＂ refers to the two unchanged aspects. One is the unchanged domain features and the other is the unchanged pur- pose for serving the public security business. ＂4＂ means the four aspects of development. First, the science and technology innovation expands to upstream and downstream respectively. Second, the team construction expands to the sustainable development, the high - end introduction and the diversification. Third, the research platform ex- pands to the cutting- edge, landmark and cooperatively. Last, the pen communication extends to a deep level, es- sentiality. It is expected that the ＂4 ＋ 2＂ model gives some advices to the construction of MPSKL.
