基于创新驱动视角的高校科学研究分类评价模型

摘　　要：高校服务国家创新驱动战略必须解决的首要问题是科研评价问题.首先通过文献研究方法,辨析科技评价与科研评价概念的区别.然后,提出区分高校类型、人员类别、学科门类的基础上再制定对应评价指标体系的科研评价流程四个步骤,并给出基于创新链的工学科研评价模型.接着,结合高校科研资源分配应用场景阐述科研评价模型应用.最后,指出制定和细化每个学科门类不同的评价指标体系是下一步的研究方向.The evaluation of seientific research is deemed as the most important problem for the innovation driven strategy of university sevice. At first the difference of scientific and technological evaluation and scientific evaluation are outline through the literature research method. Then, the four steps of the research evaluation process are put forward, which are based on the classification of the types of universities, the categories of personnel, and the subjects. Meanwhile, combining the application of scientific research resources in Colleges and universities, this paper expounds the application of scientific research evaluation model. Finally, it is pointed out that the evaluation index system based on each subjects is the next research direction.
