摘　　要：通过PPP模式将社会资本引入科技基础资源的共享服务领域,不但能通过引入市场机制减轻财政负担、提高科技基础资源开放共享服务质量和降低共享成本,同时也能促进政府职能的转变。在PPP具体运作模式上应根据各地科技基础资源共享平台的建设现状选择BOT、ROT和委托运营或管理合同等不同形式,并要科学建立回报机制、风险分担机制和监管机制,以确保PPP模式的成功实施。Introducing social capital into science and technology infrastructure resource sharing service by PPP can reduce the fi- nancial burden, improve the quality of sharing service, reduce the cost of sharing and promote the transition of the government func- tion. The choice of specific PPP operation mode should be based on science and technology infrastructure resource sharing platform construction. BOT, ROT, and different forms such as Operation ＆ Maintenance Contract or Management Contract can be chosen . To ensure the successful application of PPP we should establish scientific reward mechanism, risk sharing mechanism and supervision mechanism.
