摘 要:宅基地使用权制度是在计划经济体制下设立,带有鲜明的社会福利性质,随着城市化的发展,产生了诸如宅基地大量的隐性交易和浪费严重等问题,各地也因此进行了有益的探索活动,但是改革措施却忽略了城市化的主体,即外地农民工及其家属。宅基地使用权制度的改革应当立足于城市常住打工人群,探索建立进城农民宅基地使用权的回购、置换等制度,实现宅基地指标"地随人走",让进城务工的农民以其农村宅基地的指标迁入城镇居住,降低农民在城市置房的成本和迁移成本,以最终实现人的城市化。Homestead use right system, with a distinctive character of social welfare, was established under the planned economy system. With the development of urbanization, there appears some problems, such as a large number of hidden transactions and serious waste of homestead, useful exploration activities have been carried out from place to place, but the reform strategies ignore migrant workers and their families, the main part of Urbanization. The reform of homestead use right system should be based on the urban resident workers, and explore the establishment of rural residential land use rights of the repurchase, replacement and other systems, achieve the homestead index "to go with people". Let migrant workers, with the index of the rural residential land, move into cities and towns to live, reducing the cost and migration cost of farmers in urban housing to realize human urbanization at last.
