国家意识形态安全建设中高校智库的功能与实现

摘　　要：我国意识形态建设存在两个"脱离":一是"思想"与"现实"的双重脱离,即"思想"脱离"现实"与"现实"脱离"思想";二是"主体脱离",即理论工作者与实务工作者、专家学者与党政领导、知识精英与政治精英之间的脱离。意识形态建设是"思想"与"现实"、"知识"与"权力"的统一,高校智库是勾连意识形态建设中"思想"与"现实"、知识精英与政治精英的重要通道。在国家意识形态安全建设中,高校智库在彰显意识形态建设理性权威模式、建构马克思主义学术话语权、培养意识形态智库人才等方面可以发挥独特功能。专业化、国际化、独立性,是高校智库有效发挥自身功能的三个关键环节。There exist two kinds of 'disengagement' in Chinese ideological construction. The first one isa double disengagement between thought and reality, that is, thought disengages from reality, or realitydisengages from thought. The second one is 'disengagement of subjects', that is, the actual performersdisengage from the theoretical experts, and political elite disengage from academic elite. In a sense,ideological construction is the unity between 'thought' and 'reality' or 'knowledge' and 'power'. Theuniversity think tank connects 'thought' to 'reality' or 'knowledge' to 'power' in ideologicalconstruction. In the construction of national ideological safety, its peculiar functions are as follows: Itshows the importance of the authority of reason, the building of Marxist academic power of discourse andthe training staff members of ideological think tank. Expertise, internationalization and independency arethree key parts for university think tank to exert its effective functions.
