环境悬崖危机倒逼生态文明建设新契机

摘　　要：中国学者提出了"环境悬崖"的新概念,用它来说明中国生态环境面临的危险状况。"环境悬崖"引发了生态文明建设的新变化。首先,它将迫使人们在经济发展与环境保护关系上来一场"哥白尼革命",由"经济增长至上"转变到"生态环保优先"。思维方式的转变必将导致发展范式的嬗变。宁要绿水青山,不要金山银山,绿水青山就是金山银山的思想深刻诠释了经济和环境关系上的"哥白尼革命"。其次,它将把人们从唯GDP崇拜的疯魔中唤醒,对GDP的"生态启蒙"有了新认识。"生态启蒙"意味着人类生态环保意识苏醒、倡导生态理性的观念解放行动。它从生态学角度重新审视GDP,确立"良好的生态环境本身就是生产力","保护生态环境就是保护生产力,改善生态环境就是发展生产力"的"绿色GDP"理念。再次,它将促使发展观产生新变化。人们更注重发展的质量,更垂青发展方式的嬗变,更渴望发展对民生的呵护。最后,它将促使人们对环境保护的期待和诉求有新提高。人们从"求温饱"、"求生存"转向"求环保"、"求生态",美好的生态环境是大家都受益的公共产品,是最公平、最普惠的大众福祉。The ＂Environmental cliff＂ is a newly invented word by Chinese scholars. It means that Chi- nese ecology and environment will be in catastrophe. The ＂Environmental cliff＂ provides new chances to the construction of eco-civilization. First, it will be a new change in relationship between economy and environ- ment, just like ＂The Copernican Revolution＂ .Before, people believed that ＂economy is first＂, ＂development is supreme＂ ; now, the ideas of ＂Eco-protection is first＂ ,＂ Ecology is supreme＂ will be formed. People will change thinking pattern and propose a new development form of ＂Environment is first＂ which will be better to solve the contradiction between economy and environment than before. The new viewpoint that environment is preferred to economical wealth and the environment itself is economical wealth deeply explains ＂The Coperni- can Revolution＂ in relationship between economy and environment. Secondly, it will awaken the persons from the crazy worship for GDP and form new perspective to ＂Eco-enlightenment＂ about GDP. ＂Eco-enlighten- ment＂ is a thinking liberation movement which aims to awaken people＇s Eco-eonsciousness and establish firmly Ecologic reason. It will re-examine the GDP from the perspective of Ecology, and form the idea of ＂Green GDP＂, which advocates that ＂good environment is productive force＂, ＂protect environment is protecting pro- ductive force, improve environment is developing productive force＂ .Thirdly, it will form a new viewpoint of development. People pay more attention to the quality and benefit of development, more attention to changing the way of development, and more attention to pursuit of happiness.Finally,it will spur the people on demand and expectation for protection of environment. People will shift from the pursuit of warmly dressed and well-fed to the pursuit of ecology and protecting environment. Good environment is fair public product and the biggest social welfare for all of us.
