摘　　要：城市是人类文明发展的产物,也是人类社会构建的最高现代组织形式。城市的典型特征是功能化,涵盖了政治、文化、经济、教育、医疗等多个方面,同时也容纳了地域特色和民族特色。从世界范围内来看,一个国家文明进步的程度,可以从其城市建设水平角度出发进行衡量。而城市规划正是基于满足城市功能所产生的,城市规划管理系统是主要的应用工具,涵盖计算机技术、地理信息技术、管理学知识等内容,与其他社会学科发展进步也息息相关,对于发展中国家和贫穷落后国家而言,具有很好的指导意义。对城市规划管理信息系统设计进行研究,并提出实践策略。Urban is the fruit of human civilization,and the highest organization formation of human society. The typical feature of urban is functionalization,covering politics,culture,economy,education,health care,regional features and ethnic features. From a worldwide perspective,the civilization degree of a country can be measured by the level of its urban construction. Meeting the demands of urban functions,city planning management covers computer technology,geographic information technology,management knowledge,and it is closely related with the progress of other social science,therefore it is instructive to developing and pover-striken countries. The article studies on and puts forward with practical strategy for the design of information system for urban planning and management.
