摘 要:越南和中国是邻国,同是社会主义国家和发展中国家,又先后走上了改革开放的道路,有着相似的文化背景和政治、经济、教育体制,其助学贷款政策对中国有较强的借鉴意义。越南的助学贷款政策在借款人、分层次的还款期限、量化的准入条件和经办机构方面较有特色,但在额度和资金来源方面存在一定问题。对中国助学贷款政策可能的借鉴是:生源地助学贷款可直接贷给学生父母;设定简便易操作的量化贷款条件;扩大政策性银行的助学贷款份额;实行人性化的还款期限。Vietnam, as the neighboring country of China, is also a socialist and developing country. The two countries successively took the path of the reform and opening-up while they had similarities in cultural back- ground as well as the political,economical and educational institution. Thus Vietnam is relatively instructive to China in its student loan policy design. The policy stands out in its borrowers ,multi-level repayment period, quantitative qualification condition and handling agencies but problems also exists in the aspect of loan amount and capital source. Reference for Chinese student loan policy may be: Home-Based student Loan be directly lent to parents, setting up a simple quantitative qualification condition which is easy to carry out, expanding the policy banks' share of student loans and exercising humanized repayment period.
