摘 要:目的设计全面的三级综合性公立医院绩效评价指标体系,客观评价大型公立医院的整体绩效。方法借鉴平衡计分卡和绩效棱柱理论,采用专题小组讨论和德尔菲专家咨询法构建评价模型和进行指标筛选,并利用层次分析法确定指标权重。结果德尔菲法的两轮咨询结果的协调系数分别为0.242和0.469;根据专家咨询结果最终确定了4个一级、11个二级和58个三级指标作为大型公立医院绩效评价体系;各层指标权重结果经检验判断矩阵的随机一致性CR值均小于0.10。结论本文的绩效评价体系设计合理,指标及其权重结果真实、可信,研究成果能全面和客观地衡量三级综合性公立医院的整体绩效水平,有助于推动公立医院坚持公益性的办医方向。Objective To design a comprehensive performance evaluation index system of third grade comprehensive public hospitals, to evaluate overall performance of large public hospitals objectively. Methods Drawing on the bal- anced score card and the performance prism theory, the evaluation model was constructed by using the panel discussion and Delphi expert consultation method, and its index weight was determined by using the analytic hierarchy process. Results The coordination coefficient of Delphi expert consultation in two rounds were 0.242 and 0.469. According to the expert consultation results, the ultimately determine the 4 first level, 11 secondary level and 58 third level indica- tors as a large public hospital performance evaluation system. Index weight of each level results by checking judgment matrix of random consistency CR values were less than 0.10. Conclusion The performance evaluation system in this pa- per is reasonable, the index and its weight are real and credible, and the research results can comprehensively and ob- jectively measure the overall performance level of three grade comprehensive public hospitals, which will help promote public hospitals adhere to the direction of public welfare.
