黄石战略性新兴产业的自主创新能力研究

摘　　要：文章基于黄石市第三次经济普查数据,运用SFA方法与模糊评价法,分别测算了黄石战略性新兴产业自主创新效率与综合能力水平。结果表明,当前黄石战略性新兴产业的自主创新水平较低,自主创新能力综合得分总体处于一般偏下水平。进一步运用第三次经济普查的面板数据构建实证模型,经分析可知,影响黄石战略性新兴产业自主创新能力的因素,主要有企业研发内部经费支出、企业研发人员投入、政府投入科技活动经费、企业高新技术税收减免这四项,其中只有第一项正常发挥了作用。因此,提升黄石战略性新兴产业的自主创新能力,应当从积极鼓励企业引进研发人才、加大政府科研经费投入力度、进一步优化高新技术活动税收等方面着手。Based on data of the third economic census,this paper measures the independent innovation efficiency and capability of strategic emerging industries in Huangshi city by using SFA and fuzzy evaluation method respectively. The results show that the independent innovation capability is very low and the comprehensive score of the independent innovation capability is below average. And an empirical analysis model using panel data shows that the four major factors affecting the independent innovation capability of strategic emerging industries in Huangshi city are the corporate＇s R D spending,R D personnel＇input,the government＇s investment in science and technology activities and the tax waive for enterprise＇s high- tech. Only the first factor——the corporate ＇s R D spending plays its role. Therefore,to enhance the independent innovation capability of strategic emerging industries in Huangshi city,measures should be taken in the following three aspects： employing and retaining more R D personnel by the corporate,increasing government funding in R D and further optimizint tax of the high- tech activities.
