摘 要:产业共性技术研发是战略性新兴产业发展的关键,多主体协同创新是共性技术研发的有效组织形式。文章构建了战略性新兴产业共性技术协同研发知识管理流程绩效评价的指标体系,包括共性技术协同研发的外部性知识管理、共性技术协同研发的设计性知识管理、共性技术协同研发的协同性知识管理、共性技术协同研发知识管理的组织定位、共性技术协同研发知识管理的技术支持以及共性技术协同研发知识管理流程的整合6个一级指标及相关的18个二级指标和59个三级指标。此外,文章还构建了AHP和FCE模型结合的多层次模糊综合评价模型。经实例验证,利用此定量和定性相结合的多层次模糊综合评价模型可以较好地对战略性新兴产业共性技术研发的知识管理流程绩效进行综合评价。The R&D of industrial Generic technology is the key for the development of strategic and emerging industries. The innovation with multi-agent collaborations is considered as an effective and conductive formation to organize R&D of generic technology. The index system for the performance evaluation is established about the collaborative R&D of generic technology based on the process for knowledgeable management in strategic and emerging industries. Also,there are six primary indicators with related 18 secondary and 59 third-level indicators for the collaborative R&D of generic technology,including the external,designed and collaborative knowledgeable management,and organizational orientations,technical supports and processing integrations for knowledgeable management.Accordingly,the model of comprehensive evaluation with multi-level vagueness is established with the combination of AHP and FCE models. The model of comprehensive evaluation with multi-level vagueness based on the combination of quantitative and qualitative approaches can make better integrated evaluations for the performances of knowledgeable management process with R&D of generic technology in strategic and emerging industries
