研究型大学教师考核评价制度的构建

摘　　要：研究型大学的教师考核评价制度应当体现出对高水平办学的追求和对教师学术发展的尊重,其制度设计要以实现教师学术发展追求与大学办学水平追求的高度契合为目标,评价内容应包括岗位胜任性评价和个人发展性评价。在设置指标体系和制定激励政策时,需要尊重教学与科研活动的规律,使科研指标更趋国际化、教学评价主体更趋多元化、教学与科研协调的激励策略体现系统化、特殊申请渠道的设计彰显人性化,从而引导并促进教师开展高质量的人才培养和科学研究活动。The teacher examination and evaluation system in research-based universities should reflect the pursuit of higher level school-running and emphasize the teachers academic development. The system design should achieve the goal that integrates teachers＇ academic develop- ment with the pursuit of higher level school-running. And, the evaluation system content is supposed to include position suitability and personal development. In addition, for the index system and incentive policies, the law of teaching and research activities needs to be fully respected, the evaluation index of scientific research be more international, and the subjects of teaching evaluation be more diversified. Furthermore, the incentive strategies to coordinate teaching and scientific research should be systematized, and special application channels highlight humaniza- tion so as to guide and promote teachers to carry out high quality talent training and scientific research activities.
