摘　　要：[目的/意义]对科研机构的科技评估可使政府管理部门更有效地掌握科研机构基本情况、制定科研管理政策、提高科技投入效益。[方法/过程]选取上海市几所在环境领域有重要影响力的科研机构,包括政府类科研机构Z1、Z2、Z3及高校类科研机构G1、G2、G3、G4为研究对象,调查其政府投入、科研产出、科技成果转化、社会评价等情况,构建相关指标体系对其进行科技评估。[结果/结论]研究结果显示:高校类科研机构的科研实力强于政府类科研机构,高校类科研机构中以G3占有较大优势,政府类科研机构中以Z1占据较大优势。[Purpose/significance] Sci-tech evaluation of research institutes can make government administrative departments more effectively master basic situation of research institutes, formulate research management policy,and increase investment benefits in science and technology.[Method/process] The paper chooses several Shanghai environmental research institutes with significant influence, including of governmental research institutes Z1, Z2, Z3 and university research institutes G1, G2, G3, G4 as research subjects,constructs an index system basing on investigation of their governmental investment, research output, scientific and technological achievements transformation and social assessment, to do their sci-tech evaluation.[Result/conclusion] The result shows that university research institutes have better performance than government research institutes, G3 has a large superiority in university research institutes, and Z1 has a large superiority in government research institutes.
