论高校在提升学报质量上的作用

摘　　要：从校内稿源、编辑部管理以及编辑部地位等方面分析了高校学报整体学术质量下降的原因。基于高校角度,提出应在校内建立资金资助成果发表的管理机制,加强对主编及编委的选拔和考核,重视编辑人才队伍培养,加大资金扶持力度,以此为提升高校学报质量提供有力支撑,推动高校学报进一步发展。In the face of the decline of overall quality of college journals which is caused by the outflow of high qualitypapers,the obligation absence of chief editors and the marginalization of editors’ status,the paper discusses functions ofcolleges and universities in evaluating and managing scientific research from the perspectives of colleges and universitieswhich are the sponsors and managers of college journals.In order to improve the further development of college journals,itproposes several suggestions,including strengthening the selection and assessment of chief editor and members of editorialboard,promoting the cultivation of editorial talents,increasing financial support and etc.
