促进连片特困地区经济发展的“四维”动力机制研究

摘　　要："环境友好"硬约束与"连片"、"特困"双重困境,使连片特困地区的经济发展必需全方位、强力度的"四维"动力机制支撑。"四维"动力机制主要包括中央政府的宏观调控机制、特困地区的自我发展机制、生态受益地区的生态补偿机制以及贯穿始终、起决定作用的市场机制。只有中央政府、特困地区、生态受益地区三方合力,特惠政策与市场机制联手,才能大幅提升连片特困地区自我发展能力,促进其经济社会发展与人口资源环境的协调共赢。The hard constraints ＂environmentally friendly＂＂shall＂and ＂very poor＂double trouble make continuous destitute areas in economic development must be comprehensive,strong the strength of the four-dimensional dynamic mechanism. The four-dimensional dynamic mechanism includes mainly： The central government＇s macroeconomic regulation and control mechanism; The destitute areas of self-development mechanism; The ecological compensation mechanism of ecological benefit region; The decisive market mechanism.Only the central government,most needy region,ecological benefit from three sides together. Double-box teamed up with preferential policy and market mechanism to boost continuous destitute areas in self development ability and promote the economic and social development and population resources and environment coordination and win-win.
