摘  要:运行统计表明,不同区域不同气象环境下输电线路故障事件频率、发生时间等具有较大差异。而现有输电设备可靠性评价聚焦于同类型设备的整体可靠性性能,忽视了同类型设备的区域性差异、影响因素差异以及短时性故障聚集效应等特征。为了更准确地反映输电线路受气象环境影响的不同风险水平,有必要研究输电线路风险差异的分析及评价方法。该文首先分析了输电线路故障风险差异特征及其原因。然后从区域电网失效事件的气象敏感度、区域线路故障频率差异、区域线路故障失效时间差异、线路故障高风险区段等因素出发提出了反映输电线路风险差异的评价方法及指标。可深度揭示关注区域内线路失效的风险差异特征,充分反映气象灾害的影响规律及线路的防灾抗灾能力,可为线路规划设计、调度运行、状态检修等提供精细化的信息,有助于管控电网运行风险、提高电力系统可靠性水平。以某省电网的故障样本进行的实例分析,验证了所提风险评价方法和指标的适用性和优势。Years of operational statistics of power systems show that the frequency and occurrence time of transmission line fault events has significant differences in different areas and different meteorological environments. However, the existing transmission equipment reliability evaluation focuses on the whole reliability of the same type, which ignores the regional differences, impact factor differences, short time fault aggregation and other traits. In order to accurately reveal the different risk level of transmission lines under meteorological environment, it is necessary to study the transmission line risk difference analysis and assessment method. Firstly, the transmission line fault risk difference characteristics and reasons were analyzed in this paper. Then geographical and meteorological related transmission line risk difference indexes and assessment methods are proposed from the perspectives of meteorological factor sensitivity, regional line fault frequency difference, fault time difference, fault frequently occurring line sections and so on of regional transmission power grid. These geographical and meteorological related transmission line risk indexes can deeply reveal the fault risk difference traits of the concerned area, and fully reflect the impact rule of meteorological disasters and preparedness and response ability of transmission lines. They can be used to provide refined reference information for transmission line planning and designing, operational dispatching, condition based maintenance, and be conducive to control the operational risk and enhance the reliability of power systems. Finally, transmission line fault samples of a provincial power grid have been taken as examples, and the evaluation results show that the proposed method and indexes are valid and superior.
