摘 要:以我国上海、杭州和南京45家国家级科技企业孵化器为研究对象,运用数据包络分析法评价长三角地区科技企业孵化器运行效率,采用聚类分析法挖掘不同类型孵化器的效率差异及改进方法。结果显示:长三角地区科技企业孵化器整体运行效率较高但区域差别显著;上海市科技企业孵化器数量最多,但运行效率最低,主要是由于规模低效引起的;杭州运行效率最高、南京次之,而杭州和南京非有效孵化器主要是由于技术无效导致的;不同类别的非有效孵化器投入产出调整的方式不同;对有效孵化器进行超效率分析可以判别其资源利用的优势程度。Taking 45 technology business incubators of Shanghai, Hangzhou and Nanjing as the case, this paper uses DEA to evaluate the operation efficiency of national technology business incubator in the Yangtze River Del- ta, and applies cluster analysis to identify efficiency differences and improvement methods. The results show that the operation efficiency of technology business incubator in the Yangtze River Delta is high, but there are signifi- cant differences among the various cities. There is the largest number of technology business incubators in Shang- hai, but the average level of operation efficiency is lowest, which is mainly caused by invalid scale. The average level of operation efficiency of Hangzhou is highest, and Nanjing lies in the second place, which are mainly caused by invalid technology. The adjustments of input and output of ineffective incubators are changed along with the type of incubator. The advantage degree of effective incubators can be discriminated by super efficiency analysis.
