摘  要:目前,反思食品安全治理的文献发现单一的政府治理或发挥市场参与治理都有缺陷,需要合作治理。本文建构了食品安全的政府与市场合作治理理论拓展模型,发现无论是基于抽检和惩罚制度的政府治理机制,还是基于声誉机制的市场治理机制,单方面的作用是有限的,两者必须有机配合,才能够达到食品安全治理效果。因而,食品安全治理不仅要不断完善政府的治理技巧和体制机制,更应该发挥市场参与的社会力量,形成多元的食品安全治理主体,走合作治理之道。政府要在治理的理念、机制和模式上进行重构,形成合作治理的框架。Currently,documents reflecting food safety management find out that there are defects in the single management of government and in the mixed management with the participation of market. Cooperative governance is needed.In this article,the theory expansion model of cooperative governance by government and market about food safety is built. The result indicates that the effects of the government governance mechanism based on sampling and penalties system and the market governance mechanism based on reputation mechanism are limited. The two mechanisms must be cooperated to achieve the desired effect on food safety governance. Therefore,to effectively manage food safety,we not only need to constantly improve management skills,system and mechanism of government,but also need to make market play a greater role to form a diversified player for food safety management. We need to follow the road of cooperative governance. The government needs to refactor the philosophy,mechanism and pattern of governance to form a framework of cooperative management.
