关于《高等学校信息公开事项清单》的若干思考——基于高等教育事业基层统计的视角

摘　　要：《高等学校信息公开事项清单》旨在进一步推进高校信息公开,提高高校开放办学的透明度,以利于校内外监督,接受社会评价。《清单》是新形势下对高校信息公开工作的探索和创新,体现了信息公开工作的新常态。《清单》充分运用底线思维方式,体现了教育主管部门对信息公开工作向更为具体、务实思路方向的调整。信息公开和高等教育事业基层统计内在逻辑的一致性,要求《清单》核心内容还应该有所扩充,至少需要涵盖高等教育事业基层统计的关键内容。同时,高校要深挖《清单》内涵,结合工作实际,充实富有本校特色的公开事项与内容,让权力在阳光下运行,逐步建立《清单》释疑机制和追责机制。＂University Information Disclosure Checklist＂is intended to improve the transparency of school running and facilitate the supervision inside and outside schools.With its bottom-line thinking mode,the checklist reflects the reorientation of education administration towards more specificity and practicality.Information disclosure is consistent with higher education basic statistics in terms of their internal logic.In this sense,the checklist should include more items,at least covering the critical items of basic statistics.At the same time,colleges and universities should consider their respective working reality to enrich the checklist and establish a corresponding mechanism of explanation and accountability.
