摘 要:教学学校是英国政府创建的一种自主管理、权责分离的新型学校体系。作为一项政府赋权中小学的核心举措,这一体系充分发挥优质学校的专业引领作用,通过与薄弱学校和战略伙伴建立联盟的方式为新入职以及在职学校教职工提供卓越的帮扶、培训和发展计划。英国政府为教学学校明确了六大核心工作领域和发展目标,并从管理机构、准入标准、组织模式、财政拨款、监督和保障机制等方面加强管理以确保教学学校运动的有序推进。Teaching schools are outstanding schools which work with other schools to provide excellent sup- port and training and development to both new and experienced school staff. They have played a central role in the England government initiative to empower schools to raise standards by developing a self-improving and sustain- able school-led system. More freedom and increasing responsibility are given to teaching schools through forming alliances with supported schools and strategic partners which help to deliver the "Big Six". The government strengthens the controls to push forward the teaching school movement by facilitating the followings: the governing body, eligibility criteria, constituent pattern, financial allocation, the supervision and guarantee mechanism.
