摘　　要：过去30多年来推动我国文化体制改革的主要动力是什么?对这个问题目前学术界主要将之归因于增量改革所产生的诱致性力量。但对于诱致性力量如何发挥作用的过程,则少有讨论。文章借助于"三角协调模型"与"力量均衡"理论,阐释30多年来我国文化体制改革过程中的动力机制。文章明确提出,政府、市场和文化单位是过去30多年来影响我国文化体制改革进程的三大核心主体,由这三者之间的改革意愿及行动力所形成的改革合力塑造了30多年来我国文化体制改革的道路,这三者也在不同的历史阶段展现出了不同的力量组合方式,构成了我国文化体制改革的方法论内涵。"十三五"期间,由于改革进入深水区后文化发展环境的变化,将导致传统的"力量均衡"模式被打破,必须构建第二阶段改革的新动力,建立与新的科技环境、经济环境和国家文化强国战略相适应的新的力量均衡模式。The driving force behind the reform of China＇s cultural system over the past 30 yearshas been identified as the inductive power generated by the incremental reform. However, there has been little discussion of exactly how the inductive power exerts its influences. This paper applies the ＂ triangle coordination model＂ and the ＂balance of power＂ theory to illustrate the dynamic mechanism of the 30 year cultural system reform, suggesting that the government, the market and the cultural work units constitute the major factors influencing the reform. Their shared wish to reform the system and their combined forces have shaped the approach to the cultural system reform in China over the past three decades. Moreover, the three factors have demonstrated different patterns of combination in different phases. These constitute the methodology of the cultural system reform of our country. During the period of ＂the 13th national fiveyear plan,＂ as the reform enters a deep-water zone, there have been changes in the environment for cultural development, which break the traditional model of ＂balance of power. ＂Therefore, it is essential that new driving forces be formed for the second phase of the reform and that new balance of power be established to fit into the new technological and economic environments and to conform to the national strategy for building a culturally powerful country.
