我国国家认同危机的民族文化政策因素分析及其完善

摘　　要：少数民族文化政策对少数民族的国家认同感具有重要影响,目前我国少数民族一定程度上存在国家认同危机。体现在:国家主流意识形态的统治地位面临挑战,社会价值观分化、政府权威受损,主流文化迷失、低俗文化大行其道,宗教极端主义、民族分裂主义威胁着国家的统一,狭隘的民族主义与爱国主义界线模糊不清,民族文化弱化导致国家向心力下降。其民族文化政策方面的影响因素主要体现在少数文化政策目标、少数民族文化政策体系、少数民族文化政策运行机制三个方面。基于国家认同基础上的民族文化政策的完善,需要以加快民族地区经济社会一体化发展作为促进文化发展繁荣和国家认同的根本方针,转变政府的文化服务职能,赋予民族地区充分的文化自治,推进文化民主决策体制建设。Ethnic minority culture policy has an important influence on the national identity of minority nationality. Mainly embodied as follows： The dominant ideology of the state is facing challenges,Social values divided and government authority damaged,Mainstream culture is lost and the vulgar culture is popular,Religious extremism and national separatism threatens national unity,The boundary between the narrow nationalism and patriotism is blurred,The weakening of national culture caused the decline of the national solidarity. At present,there are some national identity crisis in our country,the influence factors of its mainly reflected in three aspects： the target of minority culture,the policy of minority culture,and the mechanism of minority culture. On the basis of national identity,the improvement of national culture policy needs to speed up the development of economic and social integration of ethnic regions as the basic policy to promote cultural development and prosperity.
