基于DEA方法的高校R&D投入产出绩效评价与对策研究——以河北省29所高校为例

摘　　要：科学评价高校R&D投入产出绩效,对提高我国高校R&D活动的质量以及科技管理水平均具有重要意义。借助河北省高校R&D投入产出的典型数据,运用DEA方法,对各高校R&D投入产出的相对有效性进行评价。结果表明:总体上我国高校R&D投入产出综合效率(DEA)值较低,这主要是由于大多数高校技术效率和规模效率较低,并且相当多的高校存在投入冗余或产出不足的情况。因此,为提高我国高校R&D投入产出绩效,必须对症下药:努力提高R&D投入产出的技术效率,确定高校R&D投入产出的适度规模;加快高校R&D创新成果向市场和产业的转化速度;进一步完善R&D资源管理体制机制。The scientific evaluation of the performance of the R＆D input and output of colleges and universities is of great significance to improve the quality of the R＆D activities and promote the improvement of science and technology management in Colleges and universities. With the typical statistical data of R＆D input and output of colleges and universities in Hebei Province, the relative effectiveness of R＆D input and output in Colleges and universities was evaluated by using DEA method. The overall efficiency of R＆D input and output （DEA） in Chinese colleges and universities was lower, it is mainly due to the low efficiency of technology and scale efficiency of most colleges and universities, and quite a lot of colleges and universities have the situation of input redundancy or output insufficiency. Therefore, in order to improve Chinese colleges and universities R＆D input and output performance, we must suit the remedy to the case： First of all, Colleges and universities should improve the technical efficiency of R＆D input output and determine the appropriate scale of the R＆D input output in; Second, speed up the transformation of the University＇s R＆D innovation achievements into the market and industry; moreover, we must further improve the R＆D resource management mechanism.
