消极不作为:公职伦理的视角

摘  要:评判公职人员的积极作为与消极不作为,与其"公权组织—公众"二分角色一致。公职人员消极不作为现象,可概括为"拖"、"踢"、"盲"、"怠"。从道德视界看,公职人员的消极不作为概览在两大类关系的破坏:没有给上级提供有效信息和对下级提出履责要求;忽略各种委托任务、对抗性价值观及处理职责和义务间的矛盾。公职人员消极不作为的自我支持可以从个人品质的道德矮化、组织制度的科层固化、组织文化的模棱两可、社会期望的有事生非等方面理解,有针对性的阻断呈现在四个方面:持续从严治政、打破科层固守、创新组织文化、扩大公众参与。The evaluation of positive action and negative inaction by public officials is consistent with their dichotomous roles of"public right organization-public". Negative inaction of public officials can be categorized as"tardiness","evasion","neglect",and"laziness". From a moral vision,negative inaction of public officials does damage to two kinds of relations,failing to provide useful information to their superiors and failing to demand their inferiors to assume their responsibility,as well as neglecting commissioned tasks,conflicting values and the contradiction between duties and obligations. Such inaction can be explained, on behalf of the officials themselves, by the morally dwarfing of personal quality, strict bureaucratic institution, ambiguous organizational culture, and improper social expectations. It can be prevented by keeping on administrating strictly,breaking bureaucratic system,innovating organizational culture,and expanding public participation.
