摘　　要：上海自贸区实行"一线放开,二线管住"的策略,给对区内过境货物的知识产权保护造成了问题。从国际环境以及自贸区发展战略出发,对于区内过境货物应当采取较为严格的执法措施,并且从自贸区内开始,逐步提高我国知识产权实体法保护水准。在具体措施方面,要建立高效统一的海关、行政执法流水过程。以自贸区示范效应拉动我国创新型经济的发展。＂The first line opening, the second line controlling＂strategy implemented in Shanghai Free Trade Zone caused problems to the transit goods of intellectual property protection in the area.
