摘 要:科技发展目标是科技规划的核心部分,对指导企业未来一段时期科技的发展方向具有重要意义。构建科技发展目标指标体系应遵循承接性、适应性、相对稳定性、可评估性等原则。从国家、地方及石油石化行业3个层面,梳理了科技发展规划中发展目标指标设置情况,并从研发投入、创新能力、科技对经济效益的影响、科技人才队伍及其他指标分析了科技发展指标在油气管道企业科技发展规划中的适用性,依据该行业科技发展特点,制定了油气管道企业科技发展目标指标体系。Technological development target is at the core of a technological plan and of great significance to the enterprise in the coming years in terms of technological development direction. The index system of technological development target should be constructed in the principles of consistency,adaptability,stability and evaluation. The technological development indexes are established at three levels – national,local and petroleum industrial levels. The adaptability of technological development indexes in the technological development plans of oil and gas pipelines enterprises is analyzed on the basis of a series of factors,such as research investment,creativeness,the influence of technology on economic performance,technological professionals and some other indexes. The technological development index system of oil and gas pipeline enterprises should be formulated in accordance with the characteristics of industrial technological development.
