摘　　要：研究了城市再生水资源项目的投资问题,从企业的角度出发,权衡各方面影响因子,利用层次分析法（AHP）对社会资本进入城市再生水资源项目的影响因素进行分析,选择符合投资需求的评价指标,以投资费用、技术可行性、经济可行性、风险评价、社会效益、环境效益6项指标作为准则层,以建设投资、运营成本、设备及管理费用等19个指标作为指标层,初步构建社会资本进入城市再生水资源项目的综合评价体系。通过专家咨询法确定关键指标及其权重,结合相关评价标准及1~9标度法对数据进行标准化打分,利用MATLAB对数据进行分析处理。结合北京市再生水资源项目投资的综合评价,结果证明该体系符合行业投资现状,可为社会资本进入城市再生水资源项目投资提供参考依据。This paper studies the investment issue of the urban renewable water resources project.Weighing various influencing factors from the enterprise＇s perspective,it uses the Analytic Hierarchy Process（AHP）to analyze parse the influence factors of social capital into the urban renewable water project investment problems.Choosing the evaluation indexes can meet the demands of investment cost,technical feasibility,economic feasibility,risk evaluation,social benefits and environmental benefits as indexes of rule layer,and the construction investment,operation cost,equipment and management costs and other 19 indexes as the index layer,preliminarily built the comprehensive evaluation of social capital into the urban renewable water resources projects.The expert consultation method is used to determine the key indicators and their weights,combined with relevant evaluation standard and 1 ~ 9scaling method to standardize data,and MATLAB is used to process data.Combining the present situation renewable water resources projects investment evaluation of Beijing,the results show that the system is in conformity with the actual conditions.It can provide a reference for the social capital into the urban renewable water project investment.
