政府和市场双重调节视角下的科技创新问题研究——以校企合作对高校科研产出的影响为例

摘　　要：马克思认为科技创新对于经济增长有着重要作用，然而目前我国科技创新较为盲目，急需一种新的机制来加强技术创新成果的应用。基于此，本文利用2008--2011年间中国教育部所属95所“211工程”院校数据，使用Cobb—Douglas生产函数构建的面板数据模型，实证分析了校企合作对高校科研产出的影响。结果表明，校企合作对我国高校的国外论文发表以及课题的获得有着积极的促进作用，并且这种关系在东、中、西部三个地区之间存在明显的地区性差异。以上结论表明校企合作这一政府与市场的调节机制能够促进高校科研产出与成果应用。Marx believes that technological innovation is important for economic growth, however, at present, the technology innovation of our country is blind, so we need a new mechanism to strengthen the application of technological innovation. So this paper use Panel Data of China 95 ＂211 Project＂ universities in 2008--2011, using the C-D function to construct the panel data model, empirically analyze the effect of university-industry coop-eration on the output of high-level schools. The results shows the positive influence of the university-industry cooperation on the publication of papers internationally and the acquisition of the proiects, and this effect is signifi- cant different in different regions. These conclusions show that the govern- ment and the market regulation mechanism can promote the scientific re- search output and the findings application.
