短期资本流动对银行体系稳定性的冲击及其对策研究

摘　　要：国际短期资本流动对银行体系稳定性的冲击，已成为各国宏观审慎管理的重点。本文在文献述评的基础上，首先，阐述了短期资本流动对银行体系稳定性的双重冲击机制：直接冲击机制——资产负债表表内和表外业务与间接冲击机制——通过影响货币供应量、资产价格和汇率来影响银行体系稳定性。其次，结合当前我国银行体系的不良贷款、资本充足率和在华外资银行经营状况等数据，实证分析了短期资本流动对我国银行体系稳定性的具体影响情况。最后，基于银行体系稳定视角提出了防范短期资本流动冲击的具体建议，认为短期对策是坚持有限资本管制和完善监管，而长期出路在于提高银行竞争力。How foreign short-term capital flows affect stability of bank- ing system has become the focus of international macro prudent manage- ment. In the first this paper reviews the related literature and expounds the short-term capital flow＇s influence on the stability of the banking system mechanism, direct impact mechanism-in the table and off-balance sheet busi- ness, and indirect impact mechanism-by influencing the money supply, as- sets price and exchange rate to influence the stability of the banking system. Secondly, combining with data of current system of Chinese banks, such as non-performing loans, capital adequacy and foreign Banks operating, analy- zes the specific influence of short-term capital flows on the stability of the banking system. In the end, based on the banking system stability perspec- tive put forward specific Suggestions： short-term strategy and long-term way to prevent adverse impact of short-term capital flows.
