美国《国家教育技术计划》的创新及其启示——基于五轮(1996-2016)教育技术发展规划的比较与分析

摘　　要：美国教育部公布了2016《国家教育技术计划》(NETP 2016),引发全球教育界尤其是教育技术界的关注。该计划从学习、教学、领导、评价、基础设施五个领域展开阐述,重塑技术在教育中的作用。通过比较美国不同时期五轮国家教育技术发展规划,分析它们不同的侧重点,从而深刻理解美国教育技术发展规划。这不仅有益于我国教育技术界把握世界教育技术动态与热点,而且也为我国教育技术的改革与发展提供了借鉴。The U.S. Department of Education presented 2016 National Education Technology Plan（NETP）, which arouses the interest of the global education field especially the circle of educational technology. The NETP explains learning engaging and empowering learning through technology, teaching with technology, leadership creating a culture and conditions for innovation and change,technology-based assessment and infrastructure enabling access and effective use in order to reimagining the role of technology in ed-ucation. It is inspiring and beneficial to compare and analyze the five U.S. National Education Technology Plans for a better under-standing of NETP and the educational technology dynamic and focus in the global. This is also beneficial for China educational tech-nology reform and development.
