摘 要:少数民族高层次骨干人才计划对我国民族地区的高层次人才培养意义重大,然而,在实施过程中存在对该计划战略地位认识不够、招生计划的制定不合理、培训目标不明确、就业政策不配套、约束力不强等问题。通过理性选择制度主义分析视角,可以深入分析我国少数民族骨干计划政策实施中各主体博弈的深层次动因,同时暴露出少数民族骨干计划政策在实质平等性、效率、政策适应性等方面存在问题。因此要破解这些问题需要将该计划提升到民族团结国家稳定的战略高度,将各行动主体统合在法治框架下形成制度合力推进少数民族骨干计划顺利实施。The implementation of the minority high level backbone personnel plan policy has made gratifying achievements in 9 years. It means a lot to the cultivation of high level talents in the minority areas of our country.However,there are also some problems in the implementation process. Such as we have a lack of understanding of the strategic position of the plan,the formulation of the enrollment plan is unreasonable,the training objective is not clear; the employment policy is not matching and the binding is not strong enough and so on. As a result,it can analyze the main reason for the existence of the contradiction among the main bodies during the implementation of the minority high level backbone personnel plan as well as expose problems exist in many aspects of the policy,like Substantive equality,efficiency and policy adaptability through the analysis of rational choice institutionalism. Above all,in order to solve these problems,We need to promote the plan to the strategic height of the national unity and stability and gather each motion host dignity under the government by law frame and form the system with joint forces to promote the successful implementation of the minority backbone plan.
