摘  要:针对纳林庙二矿地表沉陷区居民安置问题考虑在矿权境界内设立居民搬迁新村规划区,通过可行性研究,提出了地下开采—充填法和爆破崩落和露天开采—回填复垦法2种压覆资源的回收方案。综合运用采矿作业与数理分析相结合、理论分析与实例相结合以及建立经济学模型等多种手段与方法对2种方案进行研究。通过对比这2种方案的经济效益和社会效益,决定采用爆破崩落—露天开采—回填复垦法进行资源回收。研究表明:采用该方案可成功回收规划区159.3万t的压覆煤炭资源,创造直接经济效益15 090.4万元。通过复垦将原来贫瘠的地貌改善为适宜人居,农林牧副渔协调发展的生态环境,实现了经济效益与社会效益的双赢。Aiming at the placement problem at land surface subsidence of Nalinmiao Mine II,the residents relocation village planning area is considered to set up within the realm of mineral rights. In the feasibility study,two covered resources recycling schemes are presented,consisting of the underground mining-filling method and the blasting caving-surface mining-backfilling reclamation method. Various methods and measures are taken to study these two schemes,including combination of mining operations and mathematical analysis,combination of theoretical analysis and examples,and the establishment of economic models and others. By comparing the economic benefits and social benefits of the two schemes,the blasting caving-surface mining-backfilling reclamation method is adopted. Study shows that the scheme proposed can successfully recover the coal resources of 1. 593 million tons in the planning area,and create a direct economic benefit of 150. 904 million yuan. Through the land reclamation,the original barren landscape will be improved to be an ecological environment for habitat with a harmonious development of agriculture,forestry,animal husbandry and fishery,realizing a win-win situation of the economic and social benefits.
