摘　　要：高校图书馆管理制度有效性的概念是经过对3所案例高校图书馆管理制度过程进行内容分析提炼出来的。其中,操作性维度所包含的要素确保了制度文本的约束性、可操作性和兼容性;结构性维度所包含的要素构成了制度组织特定的组织架构、行为规范和存在方式;合法性维度所包含的要素确保了制度组织通过构建至上而下的层级控制体系来维护本领域的权力结构;一致性维度所包含的要素确保制度个体共同接受的理念和价值保持一致。The concept of the management system effectiveness of university library is extracted from the content analysis of management system courses by 3 university libraries. The operational dimension confirms the constraint, operability and compatibility of the management system. The structural dimension forms the certain organizational structures, behavioral specification and the existence.The legal dimension would ensure the organization to maintain its power structure through the establishment of the supremacy of the hierarchy.The dimension of the consistency would assure that the individual in the system accept the same concept and value.
