摘　　要：怀化市委、市政府提出智慧城市发展战略正当其时,建设智慧怀化具有诸多有利条件和明显的后发优势,但怀化智慧城市建设发展滞后并存在不少瓶颈。建设智慧怀化在顶层设计上要提出整体解决方案,要创新商业运作模式突破资金瓶颈,加快信息服务平台建设夯实智能化基础设施,优化企业生长环境催生新的产业链条和产业集群,突出生态交通优势打造智慧怀化特色。建议市委、市政府尽快成立智慧怀化建设领导和工作机构,以行政审批机制改革为突破口,加强人才引进和培养,加快智慧怀化建设步伐。The Municipal Party Committee and the Government of Huaihua rationally propose a development strategy for building Intelligent Huaihua,which features a large number of favorable conditions and obvious late- mover advantages. However,the construction of intelligent city in huaihua lags with several bottlenecks. To attain Intelligent Huaihua,an integrated solution shall be formulated in top design. Business models are to be innovated to break up capital bottlenecks. In addition,the perfection of information service platform is required to speed up to consolidate the intelligent infrastructure. The environment for the development of enterprises shall be optimized to catalyze the generation of new industrial chains and clusters. Advantages in ecology and geographic location shall be highlighted to forge Huaihua characteristics. It is recommended that the Municipal Party Committee and the Government of Huaihua establish a leadership and working organization responsible for the construction of Intelligent Huaihua as soon as possible. Beginning with the reform of administrative examination and approval mechanism,efforts will be invested in talents import and cultivation to accelerate the construction of Intelligent Huaihua.
