摘　　要：生态文明是一种新价值观。作为一种新价值观关键是要深入挖掘生态文明建设的自然—文化基础,并从历史唯物主义的高度阐明生态文明的历史必然、科学内涵及当代价值。中国建设生态文明是对人类文明理解和认识的丰富和拓展,也是实现中华民族永续发展的战略抉择。这一战略抉择契合生态价值观从"政治经济学"到"生态政治学"的理论嬗变,也契合生态价值观从"工人运动"到"生态运动"的实践演进。中国作为最大的发展中国家,在生态文明顶层设计上要从"应急反应型"向"预防创新型"转变,充分发挥后发优势和制度优势,要提升国家治理能力,实现治理能力现代化,重现对生态环境的治理,加快经济和文化的发展,用严格的法律制度保护生态环境。Ecological civilization is a new value. The key of the new value is to explore the natural-cultural basis of ecological civilization construction and to expound the historical inevitability,scientific connotation and contemporary value from the angle of historical materialism. The construction of Chinese ecological civilization not only enriches and expands the understanding of human civilization but also a strategic choice to realize sustainable development of Chinese nation. This strategic choice conforms to the theoretical transmutation from ＂political economy＂ to ＂ecological politics＂ of ecological value, and it also conforms to the practical evolution from ＂workers＇ movement＂ to ＂ecological movement. As the biggest developing country, China should change the top design of ecological civilization from ＂emergency response＂ to ＂prevention innovation＂. China should make full play of second mover advantage and system advantage; improve national governance; attaches importance to eco-environmental control; quicken the economic and cultural development and use strict legal system to preserve eco-environment.
