摘  要:绩效评估能够对政府推进基本公共教育服务均等化的行为加以引导和强化,从而提升基本公共教育服务均等化的能力和水平,而目前我国基于目标考核的教育均等化评估方式,在剖析的系统逻辑、公众价值的体现、引导和强化作用方面存在缺陷。可以借鉴和改造平衡计分卡,立足于绩效观的教育均等化评估的内涵与价值取向,构建基本公共教育服务均等化绩效评估框架,为基本公共教育服务均等化的纵深发展提供理论支撑。With educational reform, important action of the speed-up of the transformation of government function and equalization for basic public education services has become intensive development of the current direction of governance of China. The performance evaluation is a great help in guiding and reinforcing the state equalization for basic public education services and thus promotes the ability and level of it. We review the researches of the evaluations of basic public education services equalization and think that there are some deficiencies in the systematic logic of analysis, the embodiment of the value of public and the function of guidance and reinforcement in the objective assessment of basic public education services equalization. Based on this, we explain the connotation and the value orientation of evaluations of basic public education services equalization in the view of performance, set up the framework of performance evaluation of the equalization for basic public education services with creative use of the Balanced Score card, and introduce methods employ this framework to support that the equalization for basic public education services could depth and breadth. on how we develop in
