摘 要:在扩大就业的战略背景下,就业率成为评判高校就业水平的首要标准。然而,其另一标准即就业质量并未引起有关部门的重视,如就业满意度低、收入不高、就业歧视多发等引起的社会矛盾日益突出。构建当代大学生就业质量法律保障机制,旨在通过顶层制度设计,完善保障就业质量的法律、法规,健全司法救济途径,加大公共就业服务体系的建设资金投入,更新高校人才培养理念,鼓励大学生积极创新创业,明确各级政府、高校、就业服务机构和企业的相关职责和职能,自上而下理顺关系,努力营造尊重知识、尊重人才的就业环境,在扩大就业的同时提升就业质量,"量"与"质"并重。Employment rate has become the primary criterion for employment evaluation of university in the strategic context of the expansion of employment. However, the other criteria, the quality of employment, has not aroused the attention of the relevant departments and its sub factors such as low employment satisfaction, low income and employment discrimination have caused increasingly social contradictions. Through the design of top-level system, the construction of legal safeguard mechanism of college students' employment quality is aimed at improving the quality of laws and regulations on employment protection and perfecting the way of judicial remedy. Governments at all levels, colleges and universities, employment service institutions and enterprises should be clear about the responsibilities and functions, and straighten out the relationship from the top down. To increase construction funds on the system of the public employment service, to update ideas of university talent cultivation, and to encourage students to start their business are the ways to a good employment environment what the governments, colleges and universities strive to create in which knowledge and talented people are respected, the quality of employment is improved in expanding employment, both quantity and quality.
