摘　　要：创新创业教育应以高效运行的国家创业系统为指向与落脚点。为此,构建创新创业教育体系,应紧紧围绕国家创业系统相互作用的构成要素及其核心过程与环节,以培养创业型人力资本、胜任的人力资源及培育创新创业文化为目标,并结合个体情感、认识与能力发展规律以及初等、中等、高等、继续教育等各教育阶段的特点和要求,将相关创新创业教育目标相关(质量)要素转化为各教育阶段的具体目标任务,进而构建贯穿各教育全过程的确保创新创业教育目标得以有效实现的科学合理的教育内容与课程体系、教学手段与方法体系、教学组织与管理体系、教育条件与保障体系,为构建高效运行的国家创业系统做出贡献。Innovative and Entrepreneurial Education（I ＆ EE） should take the building of National System of Entrepreneurship（NSE） as the final goal. So, while building the system of I ＆ EE, it is necessary to focus on the elements,the core process and key link of NSE. Concretely speaking, the objectives of the system of I ＆ IE include cultivating the entrepreneurial human capital and qualified human resource, fostering an innovative and entrepreneurial culture. In order to realize the objectives,it is firstly necessary to set up the detailed targets and tasks which impenetrate all educational stages according to the quality elements of the objectives and the development rules of the individual emotion, cognition and competence. And then, the important work is to build the scientifically rational systems of educational content and curriculum,means and methods, conditions and services, organization and management, which are taken to achieve the goals and tasks.
